其实不需要知道区别,多看文章,就知道老,就向中文中有很多同义词一样,说不清楚有什么区别,只能自己意会
firstly, "say" is a vt. so the structure is "say sth.
secondly, "ask" alwaay put before the word"question"
speak is a vi. so you should put "out"or"of" after it.

e.g. 1. She can speak English very well.
2．He didn’t speak at the meeting. (speak 这里表示发言)
2．say是最普通的用语。着重指说话的内容。say 后面一定要加说话的 内容，不能单独使用。say后面可加名词，代词或 that宾语从句。
e.g. 1. He said he would say something at the meeting.
2. Did you say anything in the meeting?
3． talk 一般用作不及物动词，着重指连续地说话或与人交 谈。talk可直接使用或用于 “talk to sb” 或 “talk with sb” 的句型 中（与某人交谈）。talk有时也作名词，表示演讲。e.g. “give a talk” （进行一次演讲）
e.g. I shall talk to your father about your health.
4．tell的意思是“告诉”，“讲述”，“吩咐”。经常用作及物动词，后面常跟两个宾语，用于 “tell sb sth”或 “tell sb about sth” 的句型中。此外tell后面可加一些固定的名词，如 “tell a lie”（说慌） “tell the truth” （说实话） “tell a story” （讲故事） 还可以表示识别与分辨事物。
e.g.
1. She told me her name.
2.He has told me the news
3.Can you tell me the difference between“fast”and“quick”.
〔注意点〕
1. say 后面可跟 “a word”, “a name”, “a sentence”这些词。say则不能
2.tell＋宾语+to do” 用来下命令，提出劝告。say不能这样用。
3. talk 后面不能直接加名词或代词。
