有两种理解法：
一种是,将concerning看作介词,意思是“关于,论及,就…而言”,与其后面部分构成介词短语,作定语修饰questions.
另一种理解是,把concerning当做动词concern的v-ing,被修饰词questions和“关于”是主动关系,用v-ing形式作定语.
这两种理解都能讲通,但大多数英语专家更倾向于第一种,因为,concerning可以直接作介词,介词短语作定语自然最直接.
concerning是介词，译成有关，关于，题中形容的是有关美国内战的问题
concern在这里的意思是“有关于”，和with连用意思是“关心……”某事某人。因此B，C排除。
而用ing形式与后面的内容构成现在分词短语，作句子的状语，表示与主语是主动关系。如果与主语是被动关系，则要用concerned了！
此处concerning作介词用，“关于，有关”。作后置定语，修饰中心词questions。“关于。。。的问题”
concerning是介词，意思是“关于”相当于about. 此句意为“《飘》讲的是美国内战和两对情人的经历。”
